An analysis of laws, regulations and the share of women's employment in Iran's economy with a view to global experiences

Abstract
In recent years, the world has witnessed a new socio-economic phenomenon called women's participation in the labor market. One of the issues affecting the effective and productive presence of women in economic participation is the regulation of laws and regulations. In this article, using the content analysis method, while examining the status of laws and regulations related to women's employment and their contribution in Iran's economy, the legal dimensions related to women's business environment are analyzed based on international charters. The results show that in Iran, out of 290 laws and regulations, a total of about 80 items were related to the issue of women's business environment or issues related to their empowerment. The Supreme Council of Cultural Revolution and the Council of Ministers have contributed the most in setting regulations in the field of women with 29 and 20 resolutions, respectively. Comparing the content of existing laws in Iran with the 8 indicators of women's business laws (international charter) shows the fact that the mentioned laws were weak from the point of view of covering the 8 legal dimensions. The average index of women's business laws in the world is about 77.1, and the level of this index for Iran is 33.1. Undoubtedly, these conditions weaken the effectiveness of women's activities on productivity and economic growth indicators.
