The study was designed with a mixed (quantitative-qualitative) approach and data were collected through surveys, in-depth interviews, and focus groups with youth, parents, and experts in social and legal fields. The findings show that structural-economic pressures, social inequalities, and weaknesses in basic family functions, including supervision, emotional cohesion, and effective communication, play a decisive role in the formation of high-risk behaviors. At the same time, the ineffectiveness of institutional responses, the dispersion of policies, and the lack of intersectoral coordination have reduced the effectiveness of preventive policies. The results also indicate significant differences in behavioral patterns and support needs based on gender and place of residence (urban, marginal, and rural). The research suggests that a preventive crime policy should be designed with the family as its center and at three levels: immediate support, medium-term empowerment, and long-term structural reforms, and that effective links between the family, local institutions, and the criminal justice system should be strengthened. این پژوهش با هدف تبیین نقش خانواده در سیاست جنایی پیشگیرانه و ارائه تحلیلی تلفیقی از رفتارهای پرخطر و پاسخ‌های نهادی انجام شده است. مطالعه با رویکرد ترکیبی (کمی–کیفی) طراحی گردید و داده‌ها از طریق پیمایش، مصاحبه‌های عمیق و گروه‌های متمرکز با جوانان، والدین و کارشناسان حوزه‌های اجتماعی و حقوقی گردآوری شد. یافته‌ها نشان می‌دهد فشارهای ساختاری–اقتصادی، نابرابری‌های اجتماعی و ضعف در کارکردهای اساسی خانواده از جمله نظارت، انسجام عاطفی و ارتباط مؤثر، نقش تعیین‌کننده‌ای در شکل‌گیری رفتارهای پرخطر دارند. هم‌زمان، ناکارآمدی پاسخ‌های نهادی، پراکندگی سیاست‌ها و نبود هماهنگی بین‌بخشی موجب کاهش اثربخشی سیاست‌های پیشگیرانه شده است. نتایج همچنین حاکی از تفاوت معنادار الگوهای رفتاری و نیازهای حمایتی بر اساس جنسیت و محل سکونت (شهری، حاشیه‌ای و روستایی) است. پژوهش پیشنهاد می‌کند سیاست جنایی پیشگیرانه با محوریت خانواده و در سه سطح حمایت فوری، توانمندسازی میان‌مدت و اصلاحات ساختاری بلندمدت طراحی شود و پیوند مؤثر میان خانواده، نهادهای محلی و نظام عدالت کیفری تقویت گردد.
